Centre imposes President's rule in Manipur

NEW DELHI – In a significant development, the Centre on Thursday imposed President's rule in violence-hit Manipur, days after Chief Minister N. Biren Singh tendered his resignation to the governor amid the Congress party's threat of a no-confidence motion against the state government.
The president took the decision after a report from the Manipur governor "satisfied that a situation has arisen in which the state government cannot be carried on in accordance with the provisions of the Constitution".
The president's rule effectively transfers all the functions of the state government to the Centre and the function of the state legislature to Parliament.
Singh submitted his resignation to Governor Ajay Kumar Bhalla on Sunday, a day before the state assembly was scheduled to convene for the Budget session, which was subsequently cancelled. He stepped down nearly 21 months after the ethnic violence erupted between the Meitei community and Kuki-Zo tribes in the state. According to reports over 250 people were killed and several thousands were displaced in the violence. End
