NEW DELHI – The Appointments Committee of the Cabinet on Wednesday swapped two top positions in the Ministry of Finance, appointing Finance Secretary Tuhin Kanta Pandey as the revenue secretary and Arunish Chawla as the Department of Investment and Public Asset Management secretary. This shuffle comes weeks before Finance Minister Nirmala Sitharaman will present the Union Bugdet for 2025-26 (Apr-Mar) on Feb. 1.
Pandey has been the longest-serving secretary in the divestment department, while Chawla's stint as the revenue secretary was rather short. Pandey is a 1987 batch Indian Administrative Service officer of Odisha cadre and was appointed as finance secretary on Sep. 8 after T.V. Somanathan was named cabinet secretary. He has been heading the divestment department since October, 2019.
On the other hand, Chawla, a 1992 batch Indian Administrative Service officer from the Bihar cadre, was appointed as the revenue secretary on Dec. 10 after Sanjay Malhotra's appointment as the Governer of the Reserve Bank of India. Chawla, who earlier served as secretary in the Department of Pharmaceuticals in the Ministry of Chemicals and Fertilizers, will now hold the additional charge of the Department of Public Enterprises, while continuing to hold the charge of secretary in the Ministry of Culture.
Pandey takes charge of the revenue department at a crucial time when tax collections are growing in a mixed manner and Chawla takes charge as the divestment secretary when most of the entities in the pipeline to be divested are facing roadblocks. Both the secretaries, who have been part of Budget preparations already, will now shift focus to their new ministries. End
