NEW DELHI – The Centre has increased the sugar sales quota for January for major sugar-producing states, Maharashtra, Uttar Pradesh, and Karnataka, according to a notification by the Department of Food and Public Distribution on Tuesday. The all-India quota for the coming month is set at 2.25 million tonnes, up 2.3% on month from 2.20 million tonnes.

The sales quota for Maharashtra, the top sugar producer, was raised by nearly 2% on month to 818,435 tonnes. The quotas for Uttar Pradesh and Karnataka are set at 686,120 tonnes and 425,348 tonnes, up 12.6% and 36.3% on month, respectively. The government fixes the maximum quantity of sugar available for sale every month to support prices and help mills clear the arrears of sugarcane farmers.

Mills across the country have 11.6 million tonnes of sugar stocks as of Dec. 31, the department data showed. The 2023-24 sugar season closed on Sept. 30 with stocks of 7.8 million tonnes.

The government has deducted the January sales quota for those mills that violated the stock-holding limit and sold excess sugar above their October quota. "The excess quantity of sugar sold during October 2024, is deducted from the release quota of January 2025," the notification said. A lower quota restricts mills from selling the sugar they have produced.

However, those mills that failed to sell as per the October quota have been exempted due to low demand and depressed prices during the month, the notification said.

To ensure real-time data and the accuracy of sugar production data, the government has mandated mills to submit data by Jan. 20 through application programming interfaces on the national single window system.

The Centre has directed sugar mills to pack 20% of their output in jute bags in the current sugar season 2024-25 (Oct-Sep), the department said on Monday. Mills are also mandated to furnish monthly information on jute packaging.

The following table details the state-wise allocation of sugar sales limits for January, with the month-ago level, and the month-on-month change in percentage:
