Simultaneous Polls" 'One nation one election' bill referred to joint parliamentary committee

NEW DELHI - The 'one nation one election' bill has been referred to a joint parliamentary committee comprising members from both the Lok Sabha and the Rajya Sabha. Both the Houses passed the motion moved by Union Law and Justice Minister Arjun Ram Meghwal to constitute a 39-member joint parliamentary committee on Friday. 

 

The joint parliamentary committee on Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024, consists of 27 members from the Lok Sabha and 12 members from the Rajya Sabha. The committee will have to submit its report to the Lok Sabha by the first day of the last week of the upcoming Budget session. 

 

Members of the panel from the Lok Sabha include P.P. Chaudhary, C.M. Ramesh, Bansuri Swaraj, Parshottambhai Rupala, Anurag Singh Thakur, Vishnu Dayal Ram, Bhartruhari Mahtab, Sambit Patra, Anil Baluni, Vishnu Datt Sharma, Baijayant Panda, Sanjay Jaiswal, and Priyanka Gandhi Vadra. Manish Tewari, Sukhdeo Bhagat, Dharmendra Yadav, Chhotelal, Kalyan Banerjee, T.M. Selvaganapathi, G.M. Harish Balayogi, Anil Yeshwant Desai Supriya Sule, Shrikant Eknath Shinde, Shambhavi, Chandan Chauhan, K. Radhakrishnan, and Balashowry Vallabhanen are the other Lok Sabha members on the panel.

 

Of these members, 12 are from the Bharatiya Janata Party, three from the Congress, two from the Samajwadi Party, and one each from the Trinamool Congress, Dravida Munnetra Kazhagam, Nationalist Congress Party (Sharadchandra Pawar), Telugu Desam Party, Rashtriya Lok Dal, Janasena Party, Lok Janshakti Party, CPI (M), and both factions of the Shiv Sena. Of the 27 members from the Lok Sabha, 17 belong to the BJP and its allies, and 10 are from Opposition parties.

 

From the Rajya Sabha, the BJP and its allies have five members on the panel - Ghanshyam Tiwari, Bhubaneswar Kalita, K. Laxman, Kavita Patidar and Sanjay Kumar Jha. Two members - Randeep Singh Surjewala and Mukul Wasnik – are from the Congress. The Trinamool Congress, Dravida Munnetra Kazhagam, Aam Aadmi Part, Biju Janata Dal, and YSR Congress have one member each - Saket Gokhale, P. Wilson, Sanjay Singh, Manas Ranjan Mangaraj, and V. Vijayasai Reddy, respectively. 

 

The 'one nation one election' bill was introduced in the Lok Sabha on Tuesday amid strong objections from Opposition parties. The Constitution amendment bill proposes to insert a new Article 82A for holding simultaneous elections to the Lok Sabha and all legislative Assemblies. It also proposes to amend Article 83 (duration of Houses of Parliament), Article 172 (duration of state legislatures) and Article 327 (power of Parliament to make provision with respect to elections to legislatures).

 

The bill provides that, after its enactment, a notification is to be issued by the president on the date of the first sitting of the Lok Sabha after a General Election, and that date of the notification will be called the appointed date.

 

"The tenure of the House of the People shall be five years from that appointed date. The tenure of all Assemblies, constituted by elections to the Legislative Assemblies after the appointed date and before the expiry of the full term of the House of the People, shall come to an end at the expiry of the full term of the House of the People," reads the Statement of Objects and Reasons.

 

Following this, elections to the Lok Sabha and state assemblies will be held together. In case of dissolution of the Lok Sabha or an Assembly prior to the completion of the full term, elections will be held for the unexpired term. The unexpired term refers to the period between the date of dissolution of the Lok Sabha or state Assembly and five years from the date of the first meeting.  End
