Govt amends order on approved list of solar PV modules to boost domestic manufacturing

MUMBAI – The Ministry of New and Renewable Energy Tuesday amended its 2019 order on approved models and manufacturers of solar photovoltaic modules to introduce a second list for solar photovoltaic cells under its framework. These changes will take effect from Jun. 1, 2026. From that date, all solar photovoltaic modules used in projects--including those used in government-backed schemes, net-metering projects, and open-access renewable energy initiatives--will be required to source their solar cells from this list, ensuring quality and reliability in solar photovoltaic cells, the ministry said in a press release.
Projects for which tenders have been floated and whose last date of bid submission is before the issuance of this order will be exempted from the new framework, allowing them to proceed without the requirement of using solar photovoltaic cells from the second list even if their commissioning date is after Jun. 1, 2026. However, the requirement to source both solar photovoltaic modules and cells from the respective approved lists of models and manufacturers will be mandatory for all future bids, the ministry said.
Under the amendment, thin-film solar modules manufactured in integrated solar photovoltaic module manufacturing units will be considered to be in compliance with the requirement to use solar photovoltaic cells from the second list. The ministry said it will issue detailed procedural guidelines for the enlistment of solar photovoltaic cells under the approved list of models and manufacturers in List II, providing clear instructions for manufacturers and project developers on how to comply with the updated requirements. "By prioritising solar PV (photovoltaic) cell manufacturing and reducing reliance on imports, this amendment lays a strong foundation for India’s clean energy future," according to the release.
The amendment to the 2019 order will strengthen the country's position as a global leader in renewable energy and accelerate growth of the country's solar manufacturing sector, the ministry said. The increased demand for solar photovoltaic cells in the country as a result of the amendment is expected to create new job opportunities and attract investments in high-tech manufacturing. The amendment will also enhance the overall quality and reliability of solar products used in the country. End
