Cabinet OKs subscription plan for journals, extends Atal Innovation Mission

NEW DELHI – In a bid to foster research and development and encourage innovation in the country, the Union Cabinet approved two measures Monday. It introduced a new 'One Nation One Subscription' scheme to provide country-wide access to scholarly research articles and journal publications. It also extended its flagship initiative, Atal Innovation Mission, till the financial year 2027-28 (Apr-Mar).

 

The Cabinet approved an outlay of INR 60 billion for the 'One Nation One Subscription' scheme that will be available till Dec. 31, 2027. "A total of 30 major international journal publishers have been included in One Nation One Subscription," the government said in a release. "All the nearly 13,000 e-journals published by these publishers will now be accessible to more than 6,300 government higher education institutions and central government R&D institutions." 

 

Information and Library Network, an autonomous inter-university centre of the University Grants Commission, will coordinate the journal subscription scheme through a digital process, the government said.

 

The government also extended the Atal Innovation Mission with an outlay of INR 27.50 billion. "Whereas AIM 1.0 (Atal Innovation Mission) involved implementing programs that built new innovation infrastructure to strengthen India’s then nascent ecosystem, AIM 2.0 involves piloting new initiatives designed to fill gaps in the ecosystem and scaling successes through central and state governments, industry, academia and community," the government said.  End
