NEW DELHI – Two days after the Jammu and Kashmir Assembly passed a resolution seeking dialogue for restoration of special status, Prime Minister Narendra Modi on Friday asserted that no power in the world can restore Article 370 in the Union Territory. The prime minister, who was addressing an election rally in Maharashtra’s Dhule, attacked the Congress and its allies for propagating Pakistan’s agenda in Jammu and Kashmir.
"I want to tell the Congress and its allies that do not propagate Pakistan’s agenda in Kashmir. Do not propagate separatist ideology in Kashmir. Your strategy will never succeed. No power in the world can bring back Article 370 in Jammu and Kashmir," Modi said.
Modi said the Congress didn’t implement B.R. Ambedkar’s constitution in Kashmir for 75 years, which deprived Dalit and tribal people of their rights. "What was the reason that the constitution was not enforced in Jammu and Kashmir in the last 75 years? This increased separatism and terrorism in the Valley," Modi said. However, Article 35A and Article 370, which conferred special status on the erstwhile state, were provisions in the Constitution itself.
He called the abrogation of special status as one of the best decisions of the 21st century. "The Congress alliance passed the resolution to bring back article 370 in Jammu and Kashmir. Congress alliance members brought banners in the assembly advocating restoration of special status," Modi said.
The Jammu and Kashmir Assembly on Wednesday passed a resolution for a dialogue for restoration of special status and constitutional guarantees to the Union territory. The resolution, passed by a voice vote, underlined that constitutional mechanisms be worked out for the restoration of special status. It was supported by all parties except the Bharatiya Janata Party.
"This Legislative Assembly reaffirms the importance of the special status and constitutional guarantees which safeguard the identity, culture, and rights of the people of Jammu and Kashmir and expresses concern over their unilateral removal. This assembly calls upon the government of India to initiate dialogue with elected representatives of the people of Jammu and Kashmir for restoration of special status, constitutional guarantees and to work out constitutional mechanisms for restoring these provisions," the resolution moved by Deputy Chief Minister Surinder Kumar Choudhary said.
On Thursday, five legislators submitted a resolution to the Speaker of Jammu and Kashmir Assembly that rejected the decision of Aug. 5, 2019, the abrogation of Article 370 and Article 35A. The Assembly also saw a scuffle break out after independent legislator Sheikh Khursheed Ahmad brought a banner that read, “We demand restoration of Article 370 and 35A and the release of political prisoners.” End
