ADB extends $200 mln loan to govt to upgrade urban services in Uttarakhand

MUMBAI – The government of India on Wednesday signed a $200 million loan with the Asian Development Bank to upgrade water supply, sanitation, urban mobility, and other urban services in Uttarakhand, the bank said in a news release. Department of Economic Affairs Joint Secretary Juhi Mukherjee signed for India, while Mio Oka, Country Director of India Resident Mission, signed the loan agreement for Asian Development Bank. 

 

Mukherjee noted that the project aligns with India's urban development goals and Uttarakhand's initiatives to improve city liveability and sustainability. Mio Oka added that the project will create a climate- and disaster-resilient urban infrastructure in Uttarakhand. "It will also build the capacity of the state agencies in project management, climate-and disaster-resilient planning, own-source revenue generation, and gender mainstreaming," Mio said. 

 

The project will focus on Haldwani in Uttarakhand, enhancing urban mobility, drainage, and public services. There, the project will focus on developing 16 kilometre of climate-resilient roads, establishing an intelligent traffic system, and deploying both compressed natural gas and pilot electric buses, the release said. The project will also construct 36 km of storm water and roadside drains to improve flood management. Additionally, a green-certified administrative complex and a bus terminal will be built to streamline public services.

 

Moreover, the project will improve water supply delivery in Champawat, Kichha, Kotdwar, and Vikasnagar by developing efficient and climate-resilient water supply systems, according to the release. The project aims to achieve 100% water service coverage by constructing 1,024 km of climate-resilient pipelines with smart water meters, 26 tubewells, new reservoirs, and a water treatment plant with a 3.5 million litre per day capacity. In Vikasnagar, sanitation improvements will be focussed through new sewage treatment facilities.

 

The project will also introduce women-focused initiatives, including skills training in bus driving, bus ticketing, and managing electric charging stations, the release said. The European Investment Bank is co-financing the project with $191 million provided in parallel.  End
