NEW DELHI – Taking note of the naming of a civic volunteer as a prime accused in the rape and murder of a junior doctor at R.G. Kar Medical College and Hospital in Kolkata, the Supreme Court on Tuesday asked the West Bengal government to give data on the recruitment of civic volunteers in the state. The top court sought the legal source of authority for hiring of civic volunteers, details of their qualifications, the institutions in which they are assigned duties and the payment made to them.

The West Bengal government's affidavit should also mention the steps taken to ensure that such civic volunteers were not posted in hospitals, police stations and schools, said the Bench led by Chief Justice of India D.Y. Chandrachud.

The court was hearing a suo moto case of the R.G. Kar rape and murder incident, in which a 31-year-old doctor was found dead at a seminar hall at the hospital on Aug. 9. Police had, thereafter, arrested a civic volunteer Sanjay Roy in connection with the case. Protests and strikes by doctors have been held across several cities in the country demanding justice for the victim.

On Tuesday, the Central Bureau of Investigation told the apex court that it has filed a chargesheet against Roy for the offences of rape and murder. The CBI said that the probe into the alleged role of others in the case was a subject matter of continuing investigation. Further, the probe body said that its investigation regarding financial irregularities in the R.G. Kar hospital was in progress. The apex court said that CBI should file another status report in three weeks on further developments in the cases.

On Aug. 20, the apex court had formed a national task force to make recommendations on safety and working conditions of medical professionals. On Tuesday, the top court expressed dissatisfaction as the task force was not making substantial progress and had not held any meetings after Sept. 9. "Why no meeting after September 9?," the top court asked Solicitor General Tushar Mehta. The court said the task force should hold regular meetings and complete its task within a period of three weeks.  End
