NEW DELHI – The Congress is set to make a comeback in Haryana after 10 years, leading by around 51-59 seats, various television channels reported. As of 0915 IST, early trends by television channels showed that out of the 90-member Assembly, the incumbent Bharatiya Janata Party was ahead in 26-33 seats. On the other hand, brushing past the flashbacks of 2014, the National Conference and the Congress' coalition may form a government in the 90-member Jammu & Kashmir Assembly. As of 0915 IST, the NC-Congress alliance is seen ahead in 47-49 seats, whereas the BJP is seen ahead in 29-32 seats.

While the trend in Haryana so far is aligned with the prediction of the exit polls on Sunday, the trend in Jammu & Kashmir is a pleasant surprise as the valley was likely going to end up with a hung Assembly. The majority mark for both Haryana and Jammu & Kashmir Assemblies is 46.

The BJP, which has been in power in Haryana since 2014, had won 40 seats in the 2019 elections. The vote share of regional parties like the Jannayak Janata Party, has partly shifted to the Congress, but the regional party has still managed to secure a single seat, according to India Today. Led by Dushyant Chautala, the Jannayak Janata Party, which played the role of kingmaker in 2019 with 10 seats in its bucket, was not expected to secure even a single seat. The Indian National Lok Dal – led by Abhay Singh Chautala - was expected to win 3-4 seats, but it hasn't been able to win any seats so far.

For J&K, television channels showed that the Jammu & Kashmir's Peoples' Democratic Party was leading in 5-8 seats, while other regional and independent parties were leading in about three seats. The PDP, led by former chief minister Mehbooba Mufti, is expected to play the role of kingmaker in the formation of the government. PDP leader Iltija Mufti and Waheed ur Rehman Para had earlier told Informist Media that the party would support the INDIA bloc and bat for a non-BJP government in the Union territory.

Haryana Assembly elections were conducted in a single phase on Saturday whereas elections for the Jammu & Kashmir Assembly were held in three phases on Sept. 18, Sept. 25 and Oct. 1.

In Haryana, the BJP is likely to have failed in tackling anti-incumbency and the caste factor in the state despite the election of a new chief minister just before the Lok Sabha elections held in May. The BJP contested the Assembly elections under Nayab Singh Saini, who took over the reins in March, when former chief minister Manohar Lal Khattar and his council of ministers resigned amid differences between the BJP and its coalition ally Jannayak Janata Party.

With the issue of unemployment having dented the BJP's seat count in the Lok Sabha elections a few months ago — the party lost five of the 10 parliamentary seats to the Congress — BJP workers were eager to talk about the Saini government’s efforts to create jobs during election rallies. This, they believed, would have blunted Congress’s narrative on joblessness. According to the Election Commission, initial trends for 34 seats in Haryana show the Congress leading on 18 seats, the BJP on 14 seats and INLD and an independent candidate leading on one seat each.

Meanwhile, Assembly elections in Jammu & Kashmir, are being held for the first time since the abrogation of Article 370 in the state in August 2019. Employment and abrogation of Article 370 were among the major issues in the Jammu & Kashmir elections. In the Kashmir valley, political parties have promised the restoration of statehood and special status in their manifestos. According to the Election Commission of India's official trends, the BJP is leading in 20 seats in Jammu & Kashmir, NC is leading in 33 seats and Congress on seven seats and PDP on two seats.   End
