Mamata writes to Modi; seeks stringent law against rape, murder

NEW DELHI – West Bengal Chief Minister Mamata Banerjee today urged Prime Minister Narendra Modi to bring legislation to give "exemplary punishment to the perpetrators of heinous crimes of rape and murder". In a letter to Modi, Banerjee also called for a mandatory provision to dispose of cases within a specific timeframe. 

 

Banerjee said it was her second letter to the prime minister on the issue. "No reply was received from your end on such a sensitive issue. However, a reply has been received from the Minister of Women and Child Development, which barely attends to the gravity of the issue raised in my letter," Banerjee said.

 

Banerjee, who is facing flak over the state government's handling of the rape and murder of a 31-year-old junior doctor in Kolkata earlier this month, said 10 fast-track courts dealing exclusively with the Protection of Children from Sexual Offences have been approved by the state government. In addition, 88 fast-track courts and 62 Protection of Children from Sexual Offences courts designated courts are functioning in the state.

 

She also complained about the Centre's intervention over the posting of judges in the fast-track courts. Banerjee said that only retired judicial officers can be posted as presiding officers in the fast-track courts as per Central government guidelines. However, the high court has observed that in view of the severity of the cases, permanent judicial officers need to be posted, she said.

 

"This requires examination at the level of the Government of India and suitable action thereafter, for which your intervention would be necessary," Banerjee said.  End
