Govt asks UPSC to cancel advertisement for lateral entry into bureaucracy

NEW DELHI – The government has asked the Union Public Service Commission to cancel its advertisement issued last week for lateral recruitment to the posts of joint secretary, director, and deputy secretary in various ministries, saying that no provision for reservation has been made in these appointments.

 

Union Minister of State of Personnel, Public Grievances and Pensions Jitendra Singh has written a letter to UPSC Chairman Preeti Sudan, as directed by Prime Minister Narendra Modi. In the letter, he stated that the prime minister is of the firm belief that the process of lateral entry must be aligned with the principles of equity and social justice enshrine in the Constitution, particularly concerning the provisions of reservation.

 

"For prime minister, reservation in public employment is a cornerstone of our social justice framework, aimed at addressing historical injustices and promoting inclusivity," Singh said in the letter.

 

Emphasising the need to uphold the constitutional mandate towards social justice, Singh said that the current positions have been treated as specialised ones and designated as single-cadre posts, but there has been no provision for reservation in these appointments. This needs to be reviewed and reformed in the context of the prime minister's focus on ensuring social justice, he added.

 

UPSC on Saturday had issued an advertisement seeking applications "for talented and motivated Indian nationals for Lateral Recruitment to the posts of joint secretary, director, and deputy secretary in 24 ministries of the Union Government."

 

The decision drew sharp criticism from the Opposition as well as some of the allies of the Bharatiya Janata Party. Lok Janshakti Party leader and Minister Chirag Paswan criticised the lateral entry into 45 posts in the bureaucracy. BJP allies, Janata Dal (United) and Hindustani Awam Morcha, also opposed the move.  

 

The government has, from time to time, appointed some prominent persons for specific assignments in the bureaucracy under lateral entry, keeping in view their specialised knowledge and expertise in their domain.    End
