SC notice to Bihar on plea seeking structural audit of state's bridges

NEW DELHI – The Supreme Court today issued a notice to the Bihar government after a public interest litigation sought directions to the state government for conducting the highest-level structural audit of all its existing, under-construction and old bridges. Petitioner Brajesh Singh, a lawyer, also sought directions to the Bihar government to formulate an effective policy for real-time monitoring of bridges.
The petitioner said major incidents of loss of human lives and loss to the public exchequer have been occurring in Bihar due to gross negligence of the state government and the corrupt nexus of contractors and agencies. "Back-to-back collapse of bridges in Bihar clearly indicates that there has been no lesson learnt, and safety of critical infrastructure like bridges is not taken seriously, and these routine incidents cannot be termed merely accidents as they are manmade disasters," the petitioner said.
Singh said that, in June, four bridges collapsed in 11 days. The majority of these bridges were under construction, putting the right to sound infrastructure, a facet of right to life under Article 21 of the Constitution, under shadow due to the inaction of the authorities. In a state like Bihar, the country's most flood-prone state, the total flood-affected area is 68,800 sq km, about 73.06% of the state's total geographical area, the petitioner added. End
