Centre asks Kerala to not intrude into matters of foreign affairs

NEW DELHI – The Central government today objected to a recent order passed by the Kerala government appointing a secretary in-charge of external cooperation and advised it to not intrude into the matters beyond its jurisdiction.

 

In response to a query on the Kerala government order, external affairs ministry spokesperson Randhir Jaiswal said that under the Seventh Schedule of the Constitution, foreign affairs are the sole prerogative of the Union government. "Foreign affairs is not a concurrent subject and definitely not a state subject. Our position is that the state government should not intrude into the matters which are beyond their jurisdiction," he said.

 

Jaiswal also said that the ministry has received a diplomatic note from Bangladesh protesting against the comments of West Bengal Chief Minister Mamata Banerjee. He reiterated that matters pertaining to foreign affairs are beyond the jurisdiction of the state governments and accordingly the states should not intrude into the matters.

 

The West Bengal chief minister had said that the state would offer shelter to the distressed people from Bangladesh. "If helpless people come knocking on the doors of West Bengal, we will surely provide them shelter," she had said at a rally. Banerjee had cited the United Nations resolution on refugees for offering shelter to the distressed people.

 

Jaiswal further stated that India has been closely following the developments in Bangladesh and it considers the ongoing situation in the neighbouring country to be an internal matter of Bangladesh. "With the support and cooperation of the Bangladesh government, we were able to arrange for the safe return of our students. Around 6,700 students have come back from Bangladesh. We are hopeful that the situation in the country would return to normal soon," Jaiswal said.  End
