Bihar does not qualify criteria to get special status, says Centre

NEW DELHI – The Union government today reiterated that Bihar does not fulfil the prescribed criteria to get a special category status.
Minister of State for Finance Pankaj Chaudhary informed the Lok Sabha that the special category status for plan assistance has been granted in the past by the National Development Council to states with hilly terrain, strategic location along with borders with neighbouring countries, economic and infrastructural backwardness, and low population density and sizeable share of tribal population.
"Earlier, the request of Bihar for Special Category Status was considered by an Inter-Ministerial Group which submitted its Report on March 30, 2012. The Inter-Ministerial Group came to the finding that based on existing National Development Council criteria, the case for Special Category Status for Bihar is not made out," Pankaj Chaudhary said.
The minister's response came on a question asked by Janata Dal (United) member Ramprit Mandal. On Sunday, the JD (U), the Lok Janshakti Party, and the Rashtriya Janata Dal had raised the demand for special category status to Bihar at the all-party meeting.
Under special category status, the financial sharing pattern for Centre-sponsored schemes changes to 90:10, with 90% borne by the central government and 10% by the state government. Regular states get 60-75% of the funds from the Centre under the same schemes. End
