MoSPI panel moots uniform energy data to better gauge India's consumption

NEW DELHI – A committee formed by the Ministry of Statistics and Programme Implementation has recommended that all energy ministries capture the data on standard sector-wise end-use consumption of energy in India to ensure uniformity and harmonisation in the energy statistics database. The committee has suggested the adoption of the international standards in the collection and dissemination of energy statistics, the ministry said in a release. They also urged the adoption of uniform conversion factors to ensure consistency in data reported by these ministries.
"The committee reviewed and recommended the conversion factors maintained by MoSPI in its annual publication 'Energy Statistics India'... for their adoption by other line energy ministries," the ministry said. This will desist from creating any confusion among its user community and entrench its credibility at the international level, the report said.
The ministry had constituted the export committee, chaired by Rangan Banerjee, director at the Indian Institute of Technology – Delhi, to undertake a comprehensive review of the energy statistics database of India.
At present, the system of data collection and compilation of the energy sector in India is decentralised. Different energy ministries, such as the coal and petroleum and natural gas ministries, are required to do systematic monitoring, collection, compilation, and dissemination of statistics. This leads to mismatches in final or derived energy statistics between energy ministries due to conceptual and methodological differences.
The committee report also made recommendations on methodologies for assessing the contribution of biofuels, addressing demand and supply-side data gaps, especially for captive power and electricity consumption by electric vehicles, among others. End
