Trade min moots anti-dumping duty on Indonesian paperboards for 5 years

NEW DELHI – The commerce ministry's Directorate General of Trade Remedies has recommended the imposition of anti-dumping duty on virgin multi-layer paperboards imported from Indonesia for five years, the government said in a notification. Virgin multi-layer paperboards, made of white wood pulp, are used for packaging pharmaceuticals, fast-moving consumer goods products, high-end cosmetics, and food. It is also widely used for liquid packaging and luxury boxes.
The Directorate General of Trade Remedies has recommended a duty to the tune of $276-$361 per tonne of import of the item from Indonesia after having found material injury to the domestic industry due to dumping of the good. "...the Authority is of the view that imposition of anti-dumping duty is required to offset the dumping and injury," the commerce ministry's trade investigation arm said.
The investigation was first initiated on Jun. 20, 2025, after the Indian Paper Manufacturer Association filed a case on behalf of the domestic industry. During the course of the investigation, the Directorate General of Trade Remedies found that the profitability of the domestic industry had declined significantly over the injury period. "The domestic industry has incurred financial losses during the period of investigation," it said. "The domestic industry has recorded a negative return on capital employed during the period of investigation."
As per standard procedure, the finance ministry will take the final call on the anti-dumping duty. End
