Trade min moots anti-dumping duty on low-density polyethylene from 3 nations

NEW DELHI – The commerce ministry's Directorate General of Trade Remedies has recommended imposition of anti-dumping duty on linear low-density polyethylene imported from Saudi Arabia, the United Arab Emirates, and Malaysia, the government said in a notification. The ministry has recommended the duty for five years, according to the notification. Low-density polyethylene, a type of plastic, is primarily used as a raw material for the plastic processing industry to make a variety of products such as packaging films, profiles, wire and cable, extrusion coating, among other items.
The Directorate General of Trade Remedies has recommended a duty to the tune of $41-$368 per tonne of import of the item from the above three nations after having found material injury to the domestic industry due to dumping of the good. "...the Authority is of the view that imposition of anti-dumping duty is required to offset dumping and injury," the commerce ministry's trade investigation arm said.
The investigation was first initiated on Jun. 30, 2025, after the Chemicals and Petrochemicals Manufacturers Association filed a case on behalf of Haldia Petrochemicals Ltd. and HPCL-Mittal Energy Ltd. The application was also supported by Reliance Industries Ltd. During the course of investigation, the Directorate General of Trade Remedies found that the "domestic industry has suffered financial losses, incurred cash loss and accumulated negative returns on capital employed during the period of investigation." "The domestic industry has not been able to earn a reasonable return despite demand for the product in India," it also said.
As per standard procedure, the finance ministry will take the final call on the anti-dumping duty. End
