EU slashes annual tariff-free import quota for steel pdts 47% to 18.3 mln tn

NEW DELHI – The European Union Tuesday announced new quotas for the annual steel imports to protect its steel industry from global overcapacity. The new annual tariff-free quotas have been slashed by an average of 47% to 18.3 million tonnes and an out-of-quota duty of 50% has been introduced for 26 categories of steel products imported into the EU. The new quotas will be applicable from Wednesday.
"Half of the EU's annual import quota of 18.3 million tonnes--so 9.15 million tonnes--has been distributed exclusively to partners with free trade agreements (FTAs) with the EU, with the remaining half available to all trading partners (including FTA partners) without discrimination," the official document said, adding that the EU's free trade agreement partners will retain a significantly higher share of EU market access than the average reduction of 47% foreseen by the Steel Regulation.
"With today's implementing regulation, the Commission is putting in place the practical arrangements needed to ensure that the EU's steel measure operates effectively from day one. We are providing market participants with predictability through clear and transparent quota distribution rules, while applying a fair and objective methodology," Maros Sefcovic, the commissioner for trade and economic security; interinstitutional relations and transparency, said in a statement.
Notably, India has the benefit of having free trade agreement with the EU. India exports non-alloy and other alloy hot-rolled sheets and strips, non-alloy and other alloy-cold rolled sheets, metallic coated sheets 4A and 4B, organic coated sheets, tin mill products, non-alloy and other alloy quarto plates, stainless hot-rolled sheets and strips, and stainless cold-rolled sheets and strips. The stainless hot-rolled quarto plates, stainless bars and light sections, stainless wire rod, gas pipes, other welded pipes, are also exported by India to the EU.
Around 597,274 tonnes per annum of non-alloy and other alloy hot-rolled sheets and strips, 269,974 tonnes per annum of non-alloy and other alloy-cold rolled sheets, 233,183 tonnes per annum of metallic coated sheets (4A), 102,044 tonnes per annum of metallic coated sheets (4B), and 217,338 tonnes per annum of organic coated sheets can be imported from India under the new quota. The annual imports of 47,009 tonnes of tin mil products, 210,838 tonnes of non-alloy and other alloy quarto plates, 26,019 tonnes of stainless hot rolled sheets and strips, 38,054 tonnes of stainless cold rolled sheets and strips, 5,988 tonnes of stainless hot rolled quarto plates, and 92,557 tonnes of stainless bars and light sections are also allowed.
For products from India, an annual import quota has been imposed for 18,772 tonnes of stainless wire rod, 40,148 tonnes of gas pipes, 15,329 tonnes of steamless stainless tubes and pipes, 4,365 tonnes of large welded tubes, and 24,634 tonnes of other welded pipes.
Of the annual import quota on products from India, 298,078 tonnes of non-alloy and other alloy hot-rolled sheets and strips, 144,393 tonnes of non-alloy and other alloy-cold rolled sheets, 120,099 tonnes of metallic coated sheets (4A), 57,416 tonnes of metallic coated sheets (4B), and 106,418 tonnes of organic coated sheets will be imported under the free trade agreement. The import quota of 32,193 tonnes of tin mil products, 98,609 tonnes of non-alloy and other alloy quarto plates, 15,266 tonnes of stainless hot rolled sheets and strips, 23,276 tonnes of stainless cold rolled sheets and strips, 3,771 tonnes of stainless hot rolled quarto plates, and 45,148 tonnes of stainless bars and light sections are allowed under the trade agreement.
The trade agreement allows import of 10,222 tonnes of stainless wire rod, 19,726 tonnes of gas pipes, 7,442 tonnes of steamless stainless tubes and pipes, 2,310 tonnes of large welded tubes, and 12,542 tonnes of other welded pipes.
Notably, 299,197 tonnes of non-alloy and other alloy hot-rolled sheets and strips, 125,581 tonnes of non-alloy and other alloy-cold rolled sheets, 113,084 tonnes of metallic coated sheets (4A), 44,627 tonnes of metallic coated sheets (4B), and 110,919 tonnes of organic coated sheets will be exported under the most favoured nations. The import of 14,816 tonnes of tin mil products, 112,229 tonnes of non-alloy and other alloy quarto plates, 10,753 tonnes of stainless hot rolled sheets and strips, 14,778 tonnes of stainless cold rolled sheets and strips, 2,218 tonnes of stainless hot rolled quarto plates, and 47,409 tonnes of stainless bars and light sections has been allowed under the most-favoured nations quota.
The most favoured nations quota allows export of 8,551 tonnes of stainless wire rod, 20,421 tonnes of gas pipes, 7,886 tonnes of steamless stainless tubes and pipes, 2,055 tonnes of large welded tubes and 12,092 tonnes of other welded pipes. End
