NEW DELHI – The government reported a fiscal surplus of INR 2 trillion in May after the Reserve Bank of India transferred a record surplus of INR 2.87 trillion last month. That said, the government's fiscal deficit in Apr-May was INR 1.624 trillion, over 10 times higher than a year ago.
The fiscal deficit in Apr-May was 9.6% of the Budget estimate of INR 16.958 trillion for 2026-27 (Apr-Mar). In Apr-May last year, the fiscal gap was 0.8% of the Budget estimate for the year. The government's fiscal deficit in April was sharply higher at INR 3.623 trillion.
The Centre's total receipts fell 2% to INR 7.187 trillion in Apr-May, while total expenditure jumped 18.1% to INR 8.810 trillion. The government's capital expenditure grew 13.4% to INR 2.510 trillion in the first two months of the current financial year.
The government's revenue receipts were INR 6.990 trillion during the period, down 1.2% on year. Of this, net tax revenue in Apr-May slipped 0.8% to INR 3.481 trillion, while non-tax revenue declined 1.7% to INR 3.509 trillion.
In May, the total expenditure was INR 3.060 trillion, up 9.1%, and total receipts were INR 5.060 trillion, up 11.5% from the corresponding period a year ago. The government's capital spending in May fell 0.6% to INR 611.72 billion.
The government had posted a fiscal surplus in May as well, on account of the then-record-high dividend transfer of INR 2.69 trillion from the RBI. This year, the surplus transfer from the RBI took the government's non-tax revenue to INR 3.266 trillion in May, up 12.7% on years.
"Looking ahead, the sharp dip in global energy prices following the cooling of tensions in West Asia has improved the outlook for the GoI's (Government of India's) fiscal position in FY2027," Aditi Nayar, chief economist at ICRA, said in a note. ICRA expects a marginal overshoot in the government's fiscal deficit relative to the target of 4.3% of GDP for FY27.
