MUMBAI – The government has undertaken measures to strengthen the logistics and supply chain management for fertilisers to ensure timely movement across states during peak agricultural seasons, according to a report released by the Ministry of Chemicals and Fertilizers on Tuesday. In a written reply to a question in the Rajya Sabha Tuesday, Minister of State for Chemicals and Fertilizers Anupriya S. Patel said that before each cropping season, the Department of Agriculture and Farmers Welfare, in consultation with state governments, assessed state-wise and month-wise requirements of fertilisers.

The movement of subsidised fertilisers is tracked through the online Integrated Fertilizer Management System, while state governments coordinate with manufacturers and importers for timely placement of indents. Regular coordination meetings are also held with the Ministry of Railways to ensure sufficient rakes and priority movement of fertilisers, the report said. 

Any demand-supply gaps are met through advance imports to guarantee adequate availability, the report said. During the ongoing rabi season, the availability of fertilisers such as urea has remained adequate across all states, it said.

Under the Nutrient-Based Subsidy scheme for phosphatic and potassic fertilisers, subsidy is provided to manufacturers or importers during the season, depending on their nutrient content, to ensure availability of fertilisers to farmers. The government monitors international prices of key fertilisers and raw materials and fluctuations, if any, are subsumed while fixing the subsidy rates annually or bi-annually to ensure affordable supply, the report said.

On the issue of forced bundling or tagging of non-essential products with fertilisers, Patel said fertilisers are declared essential commodities under the Essential Commodities Act, 1955. This empowers state governments to take action against persons involved in such malpractices as per provisions in the Act, the report said.  End
