SC asks govt for proposal to shift coal-based industries out of Delhi-NCR

NEW DELHI – The Supreme Court Monday directed the Ministry of Environment, Forest, and Climate Change and the Ministry of Petroleum and Natural Gas to submit a proposal to identify and shift all coal-based industries out of Delhi-National Capital Region. The proposal will have to include options for viable alternative fuels. The governments of Delhi's neighbouring states--Uttar Pradesh, Haryana, and Rajasthan--will have to issue public notices inviting suggestions and objections from stakeholders, including coal-based industries, on the proposal, said a bench headed by Chief Justice of India Surya Kant.

 

As an interim arrangement, Haryana, Delhi, and other authorities concerned will examine the feasibility, logistics, location, and operational modalities of such industries pending a final decision, the court said. It noted a proposal from the Commission for Air Quality Management in Delhi-National Capital Region that no new coal-based thermal power plant will be allowed within 300 km of the national capital.

 

Last year, the court had said the air pollution crisis had become an annual feature in the Delhi-NCR and a long-term plan was needed to tackle it. The court had asked the commission to revisit its plan and address issues related to urban mobility, cleaner industry and energy, stubble burning, and modes and manner of incentivising farmers to stop stubble burning.

 

In January, it directed the air quality management commission to convene a meeting of experts to identify the major causes of the worsening air quality in the capital. It also asked the commission to prepare a report on the causes of pollution in the capital based on the deliberations at the meeting. The court was hearing a case on rising air pollution levels in Delhi-NCR and the issue of stubble burning in neighbouring states.  End
