MUMBAI – The government has raised the January sugar sales quota for major sugarcane producing states of Maharashtra and Uttar Pradesh, but reduced it for Karnataka, according to a release by the Department of Food and Public Distribution. The government has set the all India domestic sugar sales quota for January at 2.2 million tonnes. The quota is unchanged from December but over 2% lower than the quota for January 2025.

The quota for Maharashtra in January is higher by over 12% on month at 856,586 tonnes and for Uttar Pradesh is higher over 7% to 705,610 tonnes. On other hand, the sales quota for Karnataka is 17.5% lower from the previous month at 349,588 tonnes, according to the release.

For states such as Madhya Pradesh and Punjab, the government has decreased the sales quota from the previous month, while for Tamil Nadu, the Centre has raised the quota, the release said. The sales quota for Madhya Pradesh has been decreased nearly 14% on month to 34,726 tonnes and that for Punjab has been decreased by over 18% to 33,526 tonnes. On other hand, the sales quota for Tamil Nadu has been raised by 15.5% to 37,291 tonnes.

The government said the excess quantity of sugar sold during October is deducted from the quota for January. The Centre has mandated that all the sugar mills ensure compliance with mandatory packaging of 20% of sugar in jute bags under the Jute Packaging Materials (Compulsory Use in Packing Commodities) Act, 1987.

The government fixes the maximum quantity of sugar available for sale every month to support prices and help mills clear the arrears of sugarcane farmers. It also sets monthly sales quotas for each sugar mill. The government has estimated gross sugar production for the 2025-26 (Oct-Sept) sugar season around 34 million tonnes. Based on the first round of discussions with states, this is a conservative estimate and may be revised slightly upwards.

The following table details the state-wise allocation of sugar sales limits for January, with the month-ago level, and the month-on-month change in percentage:
