Govt cuts Dec sugar sales quota for Uttar Pradesh, ups for Maharashtra

MUMBAI – The government has raised the December sugar sales quota for major sugarcane producing states of Maharashtra and Karnataka, but reduced it for Uttar Pradesh, according to a release by the Department of Food and Public Distribution. The government has set the all India domestic sugar sales quota for December at 2.2 million tonnes. The quota for next month is 10% higher than 2.0 million tonnes in November and unchanged from December last year.
The quota for Maharashtra in December is higher by over 30% on month at 763,058 tonnes, and the sales quota for Karnataka has been raised by nearly 70% to 423,837. On the other hand, the sales quota allocated by the government for Uttar Pradesh is nearly 30% lower from the previous month at 656,591 tonnes, according to the release.
For states such as Madhya Pradesh, Punjab, and Tamil Nadu, the government has decreased the sales quota from the previous month, the release said. The sales quota for Madhya Pradesh has been decreased by nearly 37% on month to 40,208 tonnes and that for Punjab has been decreased by over 11% to 41,041 tonnes. The sales quota for Tamil Nadu has been cut substantially by nearly 64% to 32,282 tonnes.
The government said the excess quantity of sugar sold during September is deducted from the quota for December. The Centre has mandated that all the sugar mills ensure compliance with mandatory packaging of 20% of sugar in jute bags under the Jute Packaging Materials (Compulsory Use in Packing Commodities) Act, 1987.
The government fixes the maximum quantity of sugar available for sale every month to support prices and help mills clear the arrears of sugarcane farmers. It also sets monthly sales quotas for each sugar mill. The government has estimated gross sugar production for the 2025-26 (Oct-Sept) sugar season at around 34 million tonnes. Based on the first round of discussions with states, this is a conservative estimate and may be revised slightly upwards.
The Indian Sugar & Bio-Energy Manufacturers Association, in its first advanced estimate, has pegged the gross sugar output for 2025–26 (Oct-Sept) season at 34.4 million tonnes. Based on post-monsoon pan-India satellite imagery, the total sugarcane acreage in the country for the sugar year 2025–26 is estimated around 5.74 million hectares, marginally up from a year ago, the association said.
