MUMBAI – The government has reduced the November sugar sales quota for the top three sugarcane producing states of Maharashtra, Karnataka, and Uttar Pradesh, according to a release by the Department of Food and Public Distribution. The government has set the domestic sugar sales quota for November at 2.0 million tonnes, 16.7% lower than 2.4 million tonnes in October and down slightly over 9% from 2.2 million tonnes in November last year. In October, the offtake was low despite the festival of Diwali.

The quota for Maharashtra in November is lower by over 19% on month at 585,902 tonnes. The sales quota allocated by the government for Uttar Pradesh is more than 22% lower from the previous month at 736,093 tonnes, and the sales quota for Karnataka has been cut by nearly 8% on month to 249,927, according to the release.

On the other hand, the government has increased the monthly sales quota for states of Madhya Pradesh, Punjab, and Tamil Nadu, the release said. The sales quota for Madhya Pradesh has been raised by 39% on month to 63,523 tonnes and that for Punjab has been increased by 3% to 46,232 tonnes. The sales quota for Tamil Nadu has been increased by nearly 5% to 88,710 tonnes.

The government said excess quantity of sugar sold during August is deducted from the quota for November. The Centre has mandated that all the sugar mills ensure compliance of mandatory packaging of 20% of sugar in jute bags under the Jute Packaging Materials (Compulsory Use in Packing Commodities) Act, 1987.

The government fixes the maximum quantity of sugar available for sale every month to support prices and help mills clear the arrears of sugarcane farmers. It also sets monthly sales quotas for each sugar mill. The government has estimated gross sugar production for the 2025-26 (Oct-Sept) sugar season at around 34 million tonnes. Based on the first round of discussions with states, this is a conservative estimate and may be revised slightly upwards once sugarcane crushing begins.

The following table details the state-wise allocation of sugar sales limits for November, with the month-ago level, and the month-on-month change in percentage:
