Telangana asks Centre to facilitate procurement of cotton with high moisture

MUMBAI/NEW DELHI – The Telangana government has requested the Centre to persuade Cotton Corp. of India to procure cotton from the state despite the crop having moisture levels higher than the prescribed limit. The moisture content of kapas or seed cotton grown in the state typically ranges between 12% and 20% during Oct–Nov, whereas Cotton Corp. is currently procuring cotton only with moisture content between 8% and 12%.
"Farmers have represented that this restriction is causing hardship in obtaining MSP (minimum support price) for their produce and have requested that the permissible moisture limit be enhanced," Telangana's agriculture minister Tummala Nageswara Rao wrote in a letter to Union Minister of Textiles Giriraj Singh.
"While a marginal decline in overall cotton production is anticipated this year, current market trends indicate a downward movement in global cotton prices. Consequently, there is a strong likelihood of the Cotton Corporation of India (CCI) undertaking procurement operations under MSP (minimum support price) during the current marketing season," the letter said. Telangana, a key cotton-producing state, is expected to produce 2.82 million tonnes of cotton this year. The cotton marketing season in the state began in mid-October.
"...I request your kind intervention to consider allowing procurement of cotton with moisture content up to 20%, so as to ensure that farmers receive the benefit of MSP (minimum support price) for their produce and necessary instructions be issued to the concerned authorities of CCI to take suitable action to ensure smooth and effective implementation of MSP (minimum support price) operations in Telangana State for the welfare of the farming community," the letter said.
Cotton Corp. of India, the central government's cotton procurement agency, purchases cotton from farmers at minimum support prices set by the Centre. The minimum support price for the current year has been fixed at INR 8,110 per 100 kg, up INR 589 from last year. End
