--Govt removes curbs on export of de-oiled rice bran with immediate effect
NEW DELHI – The government has removed restrictions on the export of de-oiled rice bran and allowed free export of the oilmeal with immediate effect, the Directorate General of Foreign Trade said in a notification Friday. The export restriction, imposed in July 2023, was in place till Sept. 30.
Citing the rise in dairy prices, the government had banned the export of de-oiled rice bran in 2023. Since then, it has been extending the ban, with the latest extension having expired on Tuesday. De-oiled rice bran, obtained after the extraction of oil from rice bran, is an important ingredient for cattle, poultry, and pig feed.
However, as per the the Solvent Extractors Association Of India, de-oiled rice bran has no direct correlation with dairy products. After the ban, protein meal prices fell nearly 50%, but milk prices continued to rise while de-oiled rice bran prices declined to INR 10,000–INR 11,000 per tonne, as per the association. It said lifting the ban would help revive exports, improve farmers' returns, generate rural employment, enhance capacity utilisation, and strengthen India's global competitiveness.
According to SEA, the ban on de-oiled rice bran had reduced farmers' incomes due to weakened demand and led to the loss of export opportunity as the market opted for substitutes like distillers dried grains with solubles produced from maize. The ban has also discouraged rice bran oil production, increasing India's reliance on imported edible oils, it added. Before the ban, India exported 500,000-600,000 tonnes of de-oiled rice bran annually, worth around INR 10 billion. End
