MUMBAI – The Centre has decreased the November sugar sales quota for Maharashtra and Uttar Pradesh by 18% and 13.3%, respectively, from the previous month. The quotas for Maharashtra and Uttar Pradesh for November are 790,033 tonnes and 712,076 tonnes, respectively, according to a notification by the Food and Public Distribution Department on Wednesday. The quota for Karnataka, another major producer of the sweetener, was decreased by 5.2% from last month to 307,355 tonnes in November.
On Oct. 28, the Centre set the domestic sugar sales quota for November at 2.2 million tonnes. The quota for November is down 4.3% on year from 2.3 million tonnes in November 2023 and down nearly 12% on month from 2.5 million tonnes.
The central government fixes the maximum quantity of sugar available for sale every month to support prices and help mills clear the arrears of sugarcane farmers. As of Apr. 30, mills in the country had produced 31.4 million tonnes of sugar, according to the Indian Sugar & Bio-energy Manufacturers Association.
The government said some mills across the country had violated the stockholding limits for July and August and sold sugar in excess of their release quota. Consequently, it was decided that the excess quantity of sugar sold during those months would be deducted from the quota for November for the concerned mills, the government said in a release. The government also said that considering the less utilisation of quota in July due to heavy rains and Kawad yatra in north India and an extension given up to Aug. 15, it has decided to exempt the deduction against violation in terms of dispatch below 90% of the quota in July and August.
India's sugar production in the current season ended September is seen at 32 million tonnes, down from 33.1 million tonnes last year, according to the National Federation of Cooperative Sugar Factories. In July, Informist had exclusively reported, quoting ISMA's preliminary estimates, that India's total sugar production in 2024-25 (Oct-Sep), without diversion to ethanol, is likely to be 33.31 million tonnes, down 2% from last season.
The following table details the state-wise allocation of sugar sales limits for November, with the month-ago level, and the month-on-month change in percentage:
